Technical Assistants (TAs), Public Service Reform Projects,
OFFICE OF THE TONGA PUBLIC SERVICE COMMISSION
The Public Service Commission Office is seeking to identify and engage suitably qualified and experienced organization or individual to provide Technical Assistance for each of the following Public Service Reform projects expected to start in March, 2010, depending on the project, each of which is expected to last for a duration of between 1 to 3 months. The above duration may be extended as determined by the Public Service Commission.
TA-1: ORGANIZATION STRUCTURE REVIEW PROJECT (2 TA’s, for 1-2 months)
Provide strategies, guidelines, and dynamic designs for implementation of structural review of Public Service organizations. The outputs will be a proposed documented system and a manual guideline for organizational structure review. The TA will be expected to conduct organizational reviews of two to three Ministries/Departments (depending on the size of the Ministry) in the Public Service per month. Following the review, the TA is to conduct training then apply and test the designed/revised system in these organizations prior to submitting a complete report of the organizational reviews to the PSC Office and the Commission.
TA-2: SALARY STRUCTURE REVIEW PROJECT (2 TA’s for 2-3 months) Provide strategies, guidelines, and designs for implementation of salary structure review of Public Service organizations. The outputs will be a proposed documented system, appropriate reports and a manual guideline for salary structure review. In addition, conduct training and a review, applying and refining the designed salary structure system in at least two pilot organizations and a pilot job category across the Public Service in view of affordability and relativity.

Changes to Government Leave Scheme |

Changes to the leave entitlements of civil servants have been approved to be made effective as from 1 January, 2010. Line ministries are given a two (2) year transition period between 1 July, 2009 to 30 June, 2011 to clear outstanding leave from the current leave scheme. The new leave scheme is as follows;
